PSA Carries Audit of TKPJ’s for Knarr FPSO

During the periods 2-3 November and 15-17 November 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of Teekay Petrojarl’s (TKPJ’s) system for barrier management in connection with the design of Knarr FPSO.

 Objective

The objective of the audit was to follow up to ensure that TKPL has a management system in place which safeguards the regulatory requirements for barrier management in a lifecycle perspective.

Furthermore, the audit followed up how the different parts of the management system were implemented in the Knarr project.

 Results

The activity identified that the barrier management regulatory requirements are not adequately safeguarded by TKPJ. Procedures and guidelines in the company did not comprehensively safeguard all of the regulatory risk and barrier management requirements. However, work was ongoing to further develop some of the processes and systems the company would use.

Nonconformities were identified in connection with:

Barrier management in the TKPJ basic organisation

Barrier management in the Knarr project

Implementation of analyses and safety studies

Verification and follow-up plans in the project

Improvement items were identified in relation to:

Use of regulations and standards

Use of titles and preparation of documents

Preservation during the project period
