PSA Norway Conducts Audit of Working Environment on Scarabeo 8

During the period 28-29 February 2012, the Petroleum Safety Authority Norway (PSA) conducted an audit of working environment follow-up on the mobile drilling facility Scarabeo 8.

The audit activity was part of the processing associated with Saipem SpA’s (Saipem’s) application for an acknowledgement of compliance (AoC) for Scarabeo 8.

Saipem has applied to the PSA for an AoC for Scarabeo 8, a semi-submersible dynamic positioned drilling facility of the Moss CS 50 MkII type. The hull was built at the Sevmash yard in Severovdinsk in Russia. Fabrication and outfitting took place at the Fincantieri shipyard at Palermo in Italy, and at Westcon AS in Ølensvåg. The facility was commissioned at the Westcon yard in Ølensvåg.

The objective of the audit activity was to verify whether the company’s management systems and working environment conditions on the facility complied with the relevant working environment requirements in the regulations. The company’s own compliance measurements were used as a basis for the audit.

The audit revealed some nonconformities and improvement items in relation to regulatory requirements.

These items were mainly linked to deficient compliance assessments as regards noise, emergency lighting, human-machine interface (HMI), ventilation and risk assessment of chemicals. The activity uncovered some high door thresholds and protruding objects in access and evacuation routes that complicated personnel movement and material handling. Some factors were identified in the mess and laundry which entailed a need for sub-optimal working positions.
